Constitutional Change – Authoritative Sources on the Constitution

It is also held that books by key writers who have tried to explain Constitution form part of the Constitution itself, although it is not always clear why particular books are quoted or which bits of the books are relevant.

Three books are most generally referred to:-

  • Albert Dicey An Introduction to the Study of the Law of the Constitution, 1885 which upholds the principle of Parliamentary Sovereignty
  • Walter Bagehot The English Constitution 1867. Bagehot’s definition of the role of the Monarch in relation to the Prime Minister being the right to be consulted, the right to encourage and the right to warn, is still seen as an important constitutional convention.
  • Erskine May Parliamentary Practice though this is mainly about how Parliament should conduct its business
